This isn't a multi-bin image so it won't work with the Systems Console, but you can make a CU3 sheet from ReDump and then convert that to a CU2. Try using Midboot and not LoadExec.
Also, it is critical that you patch the LibCrypt with a working patch. Some patches do not work at all.

Yes. Everything that the GPU does runs off of the VBLANK interrupt. It's critical that it maintains a steady framerate.
