I'm from Germany as well. My PSIO was stuck in customs for about four weeks with no info showing up on the tracking page. I read that it might take up to six weeks in customs, and there's hardly anything the sender or receiver can do about it.

Since it appears you haven't yet, you might want to take a look at the OSSC. It's not perfect, but pretty good.
Keep in mind that you'd be better off with a sync-on-luma cable on this one.

I suggest sticking to sync-on-luma for the PSX. It can't do CSync on it's own, and the CSync cable from Retro Gaming Cables UK generates a signal out of spec that causes slight trouble on the OSSC and won't work with the Hydra brand of SCART switches.

Might be dirt/corrosion. Power off the console, make sure there's no dirt or foreign objects in the parallel port, then insert and remove the PSIO 10 times. Try a boot. No, ARM 2.6.1 is part of the menu system 2.6.5.
Do you have the latest FPGA firmware flashed? That one should be [STY3] 02/12/2018.

Have you tried setting the line doubling mode to 2x? My olde TV won't accept anything else if the source is PAL, which is most of my consoles and games.

I released a small update that should technically improve performance a bit, although as a user, one wouldn't notice unless using a really slow storage device. And added a proper line ending for the last line in non-compatibility mode, which shouldn't be used anyway at this time.
