That's the flux from the factory when the board was first soldered. It goes yellow and brittle like that because it's ~24 years old now. It's harmless to the solder joints, but it's a mess when re-heated with a soldering iron. Hexane cleans it off really well, but hexane is expensive and difficult ...

It sounds like a bad parallel port connection. Try plugging in PSIO in and out several times to help clean the connections. Also, I would try formatting your SD Card (as a full, non-quick format) and then copying only Spyro 2 and the MENU.SYS file and seeing if the problem persists in Spyro. Then, ...

There's a few things you can do to try and trouble shoot. Try cleaning your I/O port for starters. Next up, double check your connections and apply some solder if needed, re-flowing them if anything. Did you do anything to help repair the issue? Or did you replace the PSX?
I am thinking of maybe spraying DeOXit in the parallel port. I want to inspect the PSIO to make sure the soldering is done correctly but there is a warranty sticker

Yes I don't think it is a big issue really. I think very few games like Final Fantasy 7(Maybe 8 & 9 as well) rely on precise disc timing. Can anyone else chime in to confirm or disprove this disc timing theory?
